IHRC Corporation Signs Memorandum of Understanding with the Government of the Autonomous Republic of Abkhazia

The International Human Rights Commission IHRC Corporation is pleased to announce that on February 27, 2026, in Tbilisi, a Memorandum of Understanding (MoU) was formally signed between IHRC Corporation and the Government of the Autonomous Republic of Abkhazia.

The agreement was concluded with the Ministry of Internally Displaced Persons of the Autonomous Republic of Abkhazia and establishes a structured framework of cooperation aimed at strengthening humanitarian engagement and international cooperation.

The Memorandum defines collaboration in the following areas:

protection and promotion of human rights,
strengthening public security mechanisms,
support for populations affected by armed conflicts,
training of observers, volunteers, medical and logistical personnel,
development of international humanitarian projects and exchange of know-how.

The Memorandum entered into force immediately upon signature by the authorized representatives of both Sides and provides a formal foundation for the implementation of joint humanitarian and international security initiatives.

During the official signing ceremony, Prof. h.c. Rafał Marcin Wasik, MBA, Secretary General of IHRC Corporation, was honored with the Golden Medal of Merit in recognition of his contributions to humanitarian cooperation and the development of international partnerships.

The Secretary General was accompanied at the ceremony by Police General Anzor Margiani and Commissioner Rajmund Mucha.

This agreement represents another strategic step in strengthening IHRC Corporation’s transnational intergovernmental cooperation architecture, focused on stability, protection of civilian populations, and the development of sustainable peacebuilding mechanisms worldwide.
